3. "On the rolls" is not the same as "having voted."

There's never been any evidence of widespread illegal voting that would change any outcome. In fact, as I recall, something like 7 "illegal votes" occurred in the last decade or something like that nationwide.

For all we know, these were names automatically added to "the rolls" when a driver's license was issued in a motor-voter jurisdiction. The people probably were unaware and we know they never voted.
