That is all this means.

In several locales, if you know the people in power, you can easily get a permit; if you don't, you don't get one.

The rules should be exactly the same for the schlub who works at a crap 9-5 as for a billionaire who contributes millions to politicians.

Democratic or Republican, rich or poor, connected or a pariah, the same rules should apply to every one of us.
