Some people use heat lamps with thermostatic plugs, in their pump houses, but lamp filaments fail. I recommended the neighbor use two lamps or get the heat tape. The only thing to remember is to have the thermostat “button” touch the pipe, to get an accurate temperature reading, before securing the heat tape down and wrapping it with insulation.

Slightly off-topic. Any cold-weather city that replaced traffic lights with LED’s discovered (or will discover) that they don’t melt snow!
