an alternative. Simply raiding encampments only moves the people, they have to go somewhere else.

Are they allowed to live there during the day and keep there stuff there. Is there some sort of referral to get these spots or is it first come, first served?

My concern is that this could be a window dressing to the problem, not a solution. Are they literally parking these people there to get them out of site of the public and then abandoning them? I think this could turn ugly quickly.
