1. OPINION: The California Public Utilities Commission serves the utilities. Period.

The current axe in the back of people is the reduction of solar power payback to home users.
It is supposedly to "encourage battery storage" (lies)
In my opinion, grid storage is best done at large scale, because there really is an economy of scale. One large facility versus thousands of replicated home facilities, each with batteries, controllers and so on. And I really believe in distributed systems.

Expect the worst from the CPUC and they come up with something even more crushing.
