Buy up empty plots of abandoned or undeveloped land and build any mix of apartment/condo towers and small (less than 1500 sq ft) 2 or 3 br homes sold only to people/couples/families who will live in them and do not exceed a certain income threshold. No corporate or LLC or LLP or hedge fund owners. No rental conversions or AirBNB usage.
