1. Making it safer. Caveat - I am basing this, only from looking at the photo.

It's not clear if the "treads" are attached to the poles or just resting against them. And the distance between poles is also not clear.

So, given that, joists could connect to the existing poles and treads could connect them, from side to side. This is common boardwalk construction.

Hardware cloth or some other rough material could be tacked onto the treads. This material would have to be frequently replaced.


At the very least, Safety harnesses with rope and hook can be provided. A person might slip and fall but the injury would be less and also, not fatal.
