I was a teen but I remember Republicans were for it and Democrats against it. Howard Jarvis was the ugly face of it. I didn't really know what it meant. As an adult, I became a Realtor and it became abundantly clear to me because I had to explain Mello-Roos and PUD's. City's had to now pass on the municipal costs to new homeowners. New home developers now had to pay for infrastructure and pass that cost on to buyers. Bonds were now needed to supplement the state and local budgets. Schools budgets were cut. The first to go were music and art. The poorest neighborhoods were hit the hardest.
On the other hand, as I stated, property taxes were kept relatively low.
This is what the current Republicans want nationally, on steroids. The red states that are generally, the poorest and receive the most Federal help will be hit the hardest. They will have to rely on their Governors and legislators to pick up the slack.
