A Few Questions:

(1) Can someone(anyone) please explain how 'redistricting' actually works?

(2) Do normal folks congregate within others of their same political ideologies OR are they asked to move to within specific areas so that a group of similar-minded folks live and work together?

(3) In time (as lives evolve) how does re-mapping an area for political reasons serve any useful purpose?

(4) After a 'redistricting' event, are folks forced to 'stay' in that area OR can they move as they find necessary?

(5) Now as folks move from within that re-set area, what purpose does 'redistricting' provide?

Appears (to me at least), that 'redistricting' would always be 'out-of-date'.
