An even better way to make a third world country would be to drastically lower taxes for the wealthy at the same time you start 2 very costly wars. Then you outsource many military functions. The wealthy have the money to invest in this outsourcing, and then don't have to pay taxes. When the costly wars bankrupt the country, you just say that unfortunately the country can no longer afford entitlement programs.

Oh wait, they already tried this.
