3. Probably most people in most states favor UBCs.

Right now, the atmosphere surrounding gun control is more toxic than the Jovian atmosphere, and with pro-2A forces in such dominance, a measure like UBCs will not stand a chance at the national level for some time, though states may take actions.

I favor an encrypted code on an official state I.D. which would reflect a legal buyer, based on b.g. checks used by the present NICS system. Of course, a state citizen may opt out of the I.D./ b.g. procedure, but that person would then have to go through NICS when purchasing a gun.

The problem is making the UBC as widespread as possible without enacting a government registration scheme, the mother of all non-starters, politically.
