I think he can legitimately keep unused campaign funds for future campaign activities. He doesn't need to return the money or xfer it back to the party.

So he can draw on those funds for years to come, as long as he engages in campaign activities (doesn't need to be his own campaign).

He will probably end the campaign with $40M in the bank. Not a bad little atm he has there.......
