Gen. George C. Marshall basically wrote this legislation and definitely lobby his brass off for it. It was the result of our getting a good look at our changed immigrant population - and the farmboys from the midwest. About 40% of the initial wave of draftees were rejected due mostly to poor vision and bad dental. An Army must be able to see and swallow energy.

In the development stages (0- 18) our national was clearly under or poorly fed.

This is why we have the School Lunch program.
