All too often road work in progress triggers a utility/phone/cable/fiber company to decide they need to bury their stuff along that same route. By the time they get the planing and permits done, and stock pile the needed supplies, the road/street project is complete. Digging up the street and patching it, leads back to the same bumpy and pothole causing conditions that caused the need to rebuild in the first place.
Major Street repairs are advertised and let out on bids, sometime a year in advance. There is no excuse for waiting for the project to be finished to dig it up again.
