2018 was in the Before Times, when vote-by-mail was still under the radar for most people in NC. We have had early voting for years, but relatively few people took advantage of vote-by-mail until 2020.

Funny - for 10 years Republicans passed laws in NC to make voting by mail easier, and advertising it to one of their core groups - senior citizens. Then suddenly in 2020 voting by mail became filled with fraud, because Democrats were using it more than Republicans.
