3. Classic case of "local control is control of the locals"

Local officials are a cheap buy - meals, drinks and lots of flattery. They tell them they are part of the "in crowd" and the citizens are either stupid or just don't understand. Officials tie themselves to the corporations for more flattery, drinks, and meals.

We had a paper mill that even though the state health department became alarmed at the number of children with chronic respiratory illnesses they funded a study. It proved the children with these illnesses far exceeded the norm. The local doctors who spoke out supported the mill and nothing was done. (Doctors are threatened with exclusion from preferred provider lists) The mill eventually closed and we are all much healthier for it.
