stands for "Western NY." I am not in Buffalo, but near there. I grew up on Lake Erie at Erie, PA, which is about 100 miles west of Buffalo. Sometimes, before cable TV, we could get TV stations from across the lake at London, Ontario, where the photographer in the OP took his photos. Also, I lived for 5 years in Cleveland, which is around 100 miles west of Erie on Lake Erie.
I have seen many storms on the lake and many calm, glassy days at the beaches on Lake Erie.
