Probably neither the Sheffield Hallam Labour party nor the Mansfield Conservative party actually expected to win the seats, so they didn't put that much care into selecting their candidates.

Thought that doesn't explain Mayhem's appointments. I think she just wants to attract young people back to the Tories, so chose a comparatively young MP - but that is no excuse.
