Luria just lost her congressional seat due to redistricting. She and her team starting in 2023 can begin setting up the infrastructure and lining up the donor backing needed for a run. Wexton is in a relatively safe congressional seat now and has name recognition and backing from Fairfax and Loudoun County donors.

The strongest candidate and one that could even pull some Republicant vote from the ROVA is Spanburger. That said, her seat is now considered purple and it would be a challenge to find someone who could replace her and still pull a similar level of independent and moderate Republicant support.
