3. Way too confusing to read. But 3 suggestions:

1. Introduce national referendums based on national petitions, congressional suggestion. Majority vote in national election makes it a law. Bypass congress

2. Same as above for constitutional amendment, but require something like 66 to 75 % approval to add to constitution

3. Require a confidence vote in the govt every 25 years. No confidence of 75% requires a constitional convention
