Bill reaches the Senate.
Addison decides he won't bring it up for a vote, because:
a) it would irritate Dear Leader
b) it might expose how he and his wife are bought and sold by China
c) he's an asshole
d) all of the above.

Magically, Orange Hitler retains his ability to declare an emergency over the lack of McDonalds on his dinner table.
