I think this was on the same day of the groundbreaking ceremony with all the former SOSs...before he went to the NATO Summit. Don't know where he finds the energy, but I'm glad...grateful...that he does. 
For those here that remember, I think this speech is a focussed version of much of what he talked about at Pepperdine a few years ago. What a great day that was!
