Reasonable rate of return on non-taxable investments ? [View all]

Advisor keeps throwing out 2.5% figure. Too high, too low, just about right, other ? My layman's guess is that tax-exempt is usually lower than taxable, true ? Needless to say, I am not part of the 1% or even remotely near being wealthy. Just curious as always.
