This has certainly already begun, with Pearson testing that is supported by Pearson teacher evaluation systems which depend on Pearson testing in an eternal circle.

It has begun with charter schools siphoning off billions from public schools.

It has begun with the imposition of teaching methods that teachers MUST follow or be fired, but which don't work, and which make the public schools look ever more dysfunctional and ineffective, with the ultimate outcome that the charter schools, which are not subject to these methods, begin to look more effective.

There are trillions to be made on our kids' education. That's what matters now. The actual education no longer matters.
