but the environmental cost of making steel with coal has to be considered,

We had mass transit in the US but rich men didn't want to pay taxes for it so they buried the tracks under asphalt and made us buy cars. If we want it back, we're going to have to fight to change a hell of a lot of laws to kick rich men far enough out of the way to get it done.
