because of a fear that more older people will die from being subjected to a vaccine, and they just don't want people to die.

Yeah, it's irrational in a way, but this is a good illustration of how purely rational endeavors can be "tainted" by cultural or moral values, and thus show an imperfection, or bias. And, IMO, it's okay, as long as we are fully aware of the limitations of our actions.
