George Bush also expanded Medicare Part D, which might sound good, but a lot of Democrats have rightly been critical of it. Likewise, his AIDS program is not what it seems. PEPFAR is mostly about circumcising Africans, not what you'd expect for stopping AIDS. Don't give these Republicans credit.
