Some places will insist that you are a "close relative" - brother, father, son, grandson/grandfather, others may not care. But I would start with newspapers and maybe then see if the police will give you information.

Also, if you know where the murderer was tried, generally speaking, the court records are open to anyone. (unless he was a minor when killed, or the murderer was a juvenile when he killed him).
