HUD says "adequate heat" needed in rental living space

What is adequate for 750 sq ft apartment?

It has electric baseboard heater in living room under picture window, and a wall heater (electric) in bathroom that is manually turned off most of the time. No heater in bedroom. No furnace or other type of heat. Bottom level of an old home that is built into a sloped lot so most all of it is sub grade and not warmed by sun.

Is that "adequate"?

I run a plug-in electric heater near my desk in the kitchen, but it is not part of the apartment's heat.

Just wondering if landlords are meeting the requirement of "adequate" heat. I feel cold a good part of the time.
