.... put the solution in a spray bottle. Spray the plant and spray the soil. As stated the bugs are likely mites and they are feeding off the fine root structures growing in the soil. After a couple of applications the bugs should be gone. Do not soak or saturate the plant of let it sit in the soap/water solution you will burn the roots. Keep the plant warm and near some sun light to perk it up while you give it the soap/water spray down.
