ISIS has committed no terrorism (on any large scale I'm aware of) against US citizens.

This would be a damn hard 'sell' as not violating International Law, ESP if the US is pulling out and 'calling the war won'. This is keeping POW's after a war is over, basically.

Not that, of course, Trump gives two shits about the legality of ANYTHING. To shithead, if he can get away with it, it's legal. And he probably would, but it would be condemned almost worldwide I would wager.
