Relief is military speak for firing. A commander always has the right to relieve a subordinate commander anytime there is a loss of confidence.

The military is a laboratory that constantly proves the Peter Principle. Officers will rise in rank and position until they reach the level at which they become incompetent or at least fail to show potential for advancement.
