4. the troops removed from Germany aren't likely to "come home"

the tentative plans are to send them to Latvia and Poland. I think the way to avoid charges of hypocrisy is for DOD to claim well we will be using an operational rotation of troops. This costs much more. But apparently money is no object with this Congress.
