All he is saying is that it is not in Trump's "first budget proposal" so it could be true. As far as the final budget, I'm thinking there will be changes. My guess is they will hit the COLA and reduce benefits for those not yet on SS. I suspect higher co-pays and a later start for Medicare will happen. I don't think Medicare vouchers will be on this budget.
