For hearing-impaired - device to raise TV volume [View all]

I'm not hearing-impaired. I want to raise the volume on my TV/VCR combination to drown out noise from upstairs.
I have both the TV and VCR as high as the volume will go.
On some shows it is loud enough, on others, not.

So I think there are devices for hearing-impaired so that they can watch TV with people with normal hearing.
And this might solve my problem. But I have no idea what these devices are, or how they work, or if they would work with my old TV.

appreciate any ideas.
