The report in the OP is citing data from 2012-2015. The figures you were quoting to assert that the OP was "patently false" were 1994-2015; not the same time period and not the same set of circumstances. No media source created a misleading headline. If anyone is "irresponsible" it is the reader who jumps to conclusions without paying attention.
