Certainly it does if there is even a hint persons must participate.

Certainly it is a declaration of state adherence to a Church, and into the bargain is stupid, wrong-headed, and evidence of a level of delusion that ought by rights to justify appointment of a guardianship to handle this person's money and other affairs.

But it is not Treason.
