Rural states like ND/SD, etc had plenty of "heads up" as to how virulent and dangerous this virus was. They chose to ignore. You explain it to your constituents. Too bad those states that take it seriously can't sue irresponsible states for allowing events that contaminated populations outside of their jurisdictions.
