This is not a dualistic question, to "believe in God" or to be an "atheist" but rather whether or not you believe that the world is afflicted with suffering because of the will of humans and that we can control this to put an end to suffering/its ill effects.

Reincarnation does not require gods, so atheism and reincarnation can be compatible.
