Plus, your definition of what a "proper recount" is may not be how the recounts are done. For example, in PA, most voting is done on voting machines that have no paper trail, making a hand recount impossible. There's no real recount done. They just do the same count again that they did before.

In WI, unless they hand count, they'll just run the same paper ballots through the same machines they used before in each county. A hand recount takes a long time and would probably not be done before the electoral college votes.

The experts are experts because they're familiar with the process, unlike most of the rest of us.
