37 votes can take the presidency from Trump. BUT....

The chance that those 37 voters will vote for Hillary is almost 0% so SHE WILL NOT WIN

If by some chance those 37 voters do vote for some other Republican, which probably is a less than 1% chance, then Congress will choose the President from the top 3 vote getters which would be Trump, Hillary, or some 3rd unnamed Republican. Congress will most likely pick Trump since they stuck with him at the convention even though they could have replaced him then...

So, I'm not sure what you're suggesting, but the chance of something happening are about as good as the recount working out...
