However, I generally agree - I looked it up the other day. Democrats held the Senate by a 58-42 margin and had somewhere a little north of 250 seats in the House.
To charge Nixon, the Democrats only needed a simple majority in the House and would have needed to swing only 9 out of 42 Republican votes to convict.
