So whether or not anyone celebrates, it is the right time, especially if it minimizes future issues. If nothing else, it potentially demonstrates that paper ballots are no magic solution, in fact that they may be easier to hack than anyone other form of ballots, if all it takes to re-insert them. The obvious solution is a ballot reader than does not allow the same ballot to be inserted again.
