1. Meaning no insult, I think it's definitely a DU problem. Or perhaps an ad agency only used by DU.

I have been getting the same thing lately.

Only DU and only on mobile.

Also, given that it's an ad ostensibly for Spectrum, it's also possible that it's geo-fenced, making it harder for the DU admins to spot it.
