2. I just took a look and though it says "can be changed at any time"

Since we've had a nominee, there are no other choices. I tried to change mine to see if it was possible and it looks like we no longer can. You can ask the admins in Ask the Administrators, but it doesn't show up anywhere but on your profile, only if anyone bothers to look.
