2. no reason while the house is R unless SC nomination comes up

They could push more through the senate, but the house wouldn't go along. Better to get legislation through the senate with 60 so they have some R help negotiating with the house.

If the house goes D next year, there would be a reason to go nuclear on everything. And, if the senate goes R next year the Ds will not have been the ones who removed the filibuster for them - Rs will have to do that themselves and take all the criticism the Ds would get by doing it now.
