is not necessarily an ideal situation. One of the issues is that people who get sick are going to make judgement calls about going to get checked out. If they are going to see their insurance rates spike or lose work they need to feed their kids, than those judgement calls might not be the best.

While they might agree on the solution to the current problem, they don't agree on the long term solution to minimize these kinds of illnesses in the future.
