We theorize that it's to do with our firewall adapting to the different traffic that is reaching the test server. Sometimes it "overreacts" and denies a legitimate connection to the CSS file, which allows the underlying HTML page to load but then doesn't style it. I've definitely experienced the issue on Chrome in the past -- although it hasn't happened to me for quite some time, which I think lends credence to the firewall theory. We suspect (or at least, we hope) that anyone who is experiencing the issue will find that it disappears over time.
