A secretary is at liberty to bring whomever they choose to these meetings, but the lists are usually kept to those that need to be there and attendees are expected to carry a high level of security clearance due to the sensitive nature of the information often being discussed.

Rauchet-Hegseth is not a defense department employee, a DOD official told the WSJ. Pentagon officials declined to tell the journal if Rauchet Hegseth holds any security clearance of any kind, but it is not uncommon for spouses of senior officials to hold low-level security clearance.
