I think Trump had a different motive for his fan dance with tariffs. He was deliberately manipulating the stock market so that he and his billionaire friends could scoop up cheapened stocks and take bigger chunks, even majority holdings, of several different corporations. He doesn't need to distract from butchering Medicaid; he wants people to see that he is unmoved by public opinion and sentiment.
